It may stem from the legal use, but “persons” seems to me to have a somewhat stilted and snooty connotation.I have a list of registered people/persons whose status will be monitored monthly.

Somehow it seemed awkward to call the list "Monitored people" because in this context we have specific persons - the ones registered in the database and not some abstract group of unknown people. But I'm still not % sure about "Monitored persons" either.
